Dr Kwan is a respirologist and internal medicine specialist. She graduated from the University of HK and was a Commonwealth scholar. She received specialist training from the Royal Brompton Hospital in England. 

Currently, Dr. Kwan is the director of the Critical Care Unit and department head of medicine at Burnaby Hospital; consultant respirologist for BC Center for Diseases Control and Clinical Assistant Professor for the Faculty of Medicine, UBC.

Dr. Kwan is an advocate for public education on health and wellness issues in the Asian community, medical education, smoking cessation, diabetes care, chronic illness care and palliative care programs.
