Responsible for agency administration, human resources management, building development, society administration and board matters, Joseph has held the position of Director of Administration and Building Development since September 1997. 

Born in Hong Kong and educated there and in England, Joseph has extensive management experience.  Before migrating to Canada, Joseph held various executive positions in public service in Hong Kong.  He previously served on the Board of Directors of the Vancouver Multicultural Society and the Chinese Community Policing Center in Vancouver.

Joseph holds an MBA and is a chartered fellow of the Chartered Institute of Personnel and Development, UK.

In his spare time, Joseph enjoys golf and travel.
