CAP2 is funded by the Ministry of Employment & Income Assistance. It is a pre-employment program assisting persons with multiple barriers who live in the Downtown Eastside. The major objectives of the program are:

  • To assist clients’ to participate more in the community
  • To assist clients’ to enhance their quality of life

There are 4 stages in this program:

Stage 1: Intake & Acceptance

Stage 2: In-Depth Assessment

Stage 3: Individual Services include Life Skill Workshops, one-on-one counseling and external services referral

Stage 4: Follow-Up


There are 12 life skills workshops to choose from:

  • Personal Hygiene
  • Self Care/Personal Safety
  • Self-Esteem Building
  • Recognizing Abuse
  • Goal Setting
  • Relationship Building
  • Communication Skills
  • Stress Management
  • Anger Management
  • Parenting Skills
  • Money Management
  • Nutrition

All the services are delivered by a professional team of friendly, caring and knowledgeable staff who are open-minded and have a deep understanding of the issues the clients’ are facing. There are also financial support to assist clients to achieve their individual goals.


Participant Eligibility:

  • Recipients of B.C. Employment & Assistance benefit;
  • Currently residing in the Downtown Eastside;
  • Ready to make a change in life.
